Negotiations fell apart in the Senate, however, when Republicans not included in the deal–such as ranking Judiciary Committee member Sen. Arlen Specter–took their gripes to the White House. That left the House, unexpectedly, to take the first steps forward on reform.

A Justice Department official will refuse to answer questions during a Senate committee hearing on the firing of eight U.S. attorneys, citing her Fifth Amendment right not to incriminate herself, her lawyer said Monday. Monica Goodling's lawyer said she would not testify because senators have already decided wrongdoing occurred. Goodling is a senior counsel and White House liaison to Attorney General Alberto Gonzales.
The U.S. military transferred a man suspected of involvement with terrorist attacks in East Africa to the U.S. military prison in Guantanamo Bay, Cuba, the Pentagon said Monday.
