| America's own experience of terrorism and the approach of the next Olympic Games have renewed interest in the Palestinian attack that resulted in the deaths of 11 Israeli athletes at the 1972 games in Munich. Steven Spielberg's new movie, Munich, and Aaron Klein's new book, Striking Back, both look at what happened after the horrific events. Klein, a Time correspondent, parlayed his experience as an intelligence officer in Israel's Army and his long interest in Israel's highly regarded spy agency, the Mossad, to research Israel's deadly response. He tracked down dozens of current and former spies who told him about the assassination campaign to eliminate anyone who appeared to wield power in the Palestinian terrorist organization. His book shows the effectiveness, and the terrible human and moral costs, of a vengeful shoot-first policy. It is a history lesson, he says, America would do well to heed in light of its secret jails and other responses to 9/11. |

| President Bush and his White House strategists believe the administration is ending the year on an upbeat note and they see signs that 2006 will bring a recovery of the president's political fortunes. Vice President Cheney's breaking a tie in the Senate this morning to win passage for legislation cutting the federal deficit by $39.7 billion is the latest positive sign. White House insiders say this shows that the White House and the Republican majority in Congress can still work their will despite increasingly determined Democratic opposition and doubts about the president's agenda from a handful of GOP moderates. |

| Senators worried that new Senate-backed taxes on oil and gas firms will boost prices at the pump and curb exploration believe their effort to strip the provisions from Katrina Emergency Tax Relief Act of 2005 is moving forward.
"There's talk of getting them stripped out in House-Senate conference," says a lobbyist who is working the issue. But, he hedged, "no one really knows for sure." |

| Stocks tumbled Tuesday, with investors bailing out of a variety of sectors in a broad-based end-of-the-year selloff. The losses erased the Dow's slim gains for the year and left the S&P 500 up 3.8 percent and the Nasdaq with a 2.4 percent gain. Investors were bothered by weakness in energy and tech stocks and worries about a slower economy. |

| Construction workers laying a water pipeline in the Iraqi city of Karbala found a mass grave containing the remains of up to 20 people, Hilla police told CNN. Meanwhile, as many as 3,000 protesters took to the streets today in western Baghdad, demonstrating against the preliminary results of the December 15 elections. Two U.S. Army Apache helicopter pilots died Monday evening in an accident west of Baghdad, a military statement said. |
