West Virginia state lawmakers on Monday approved legislation aimed at improving the chances of survival for miners trapped underground. Fourteen miners have died in two mining accidents in the state in the last three weeks -- 12 at the Sago Mine and two at Aracoma Alma Mine No. 1 in Melville. Meanwhile, at the first congressional hearing on mine safety since the two incidents, West Virginia Democrat Sen. Robert Byrd said the 14 deaths "were entirely preventable." The condition of Randal McCloy, who survived the Sago disaster, was Monday upgraded to fair.
