Georgian President Mikheil Saakashvili today declared Russian troops had broken an hours-old cease-fire and were "encroaching upon the capital" of Tbilisi. But CNN's Matthew Chance, who was riding with a convoy of Russian troops, reported that the troops' destination was unclear and that the Russian General Staff denied the troops were heading for Tbilisi.
