Sri Lanka has declared a state of emergency after Foreign Minister Lakshman Kadirgamar was gunned down outside his home by sniper fire. Police have sealed off the capital Colombo and are searching house-to-house for the killers. President Chandrika Kumaratunga today appealed for calm and said the government would not be cowed by acts of violence.
