Explosions tore through a fuel depot north of London before dawn today, creating a wall of smoke and flames and injuring 36 people, four of them seriously, in what police said appeared to be an accident. "All indications are, at this stage, that this was an accident," Hertfordshire Chief Constable Frank Whiteley said today. "However, clearly we will keep an open mind ... until we can confirm that for certain." Authorities said the fire may have to burn itself out. "It could go into days," said fire department spokesman Roy Wilsher.
