| NEW ORLEANS–It has been a very difficult 10 days for William Jones. He lost his home in Hurricane Katrina, and the boatyard where he worked as a pipe fitter was also destroyed. Homeless and jobless, he hooked up with an impromptu group of other locals, most from a halfway house, to run rescue missions along the swamped Mardi Gras parade route under the leadership of a local preacher. He worked long, hard hours and one time even fell into the polluted floodwaters, getting completely submerged. |

| The residents of the nation's most doomed city watched with horror and fascination as the people of New Orleans floundered despite plenty of warnings of impending disaster. But while San Francisco officials are soberly improving their emergency plans, the citizens themselves seem to be shrugging off the lessons, preferring to savor the extra dash of risk that adds piquancy to life in the white, hilly city atop the San Andreas Fault. |
