State officials shut down the operator of the tour boat that rolled over and sank on a New York lake over the weekend, killing 20 people, after authorities determined the vessel was operating without the required crew. State regulations would have required the Ethan Allen, which carried 47 passengers, to have a crew of two on board. But local authorities investigating the accident said only one crew member -- its captain -- was aboard when it sank Sunday.
