The U.S. military says it has seized a letter from Iraqi insurgents believed to be intended for terror leader Abu Musab al-Zarqawi complaining about low morale among his followers and weakening support for the insurgency. The letter's authenticity couldn't be independently verified. Meanwhile, Iraq's new Cabinet members are being sworn in today.
