Fri, 3 Feb 2006 12:00:00 EST Parliamentary politics
Member of Parliament Frank Field in today's Daily Telegraph has a very interesting view of what has changed in British parliamentary practice thanks to Tony Blair's reform of the House of Lords. This is another case where Blair's 1999 reform of the House of Lords has reduced his power as prime minister in the House of Commons. It used to be stated that a prime minister with a robust majority has almost dictatorial power at getting legislation through the Commons. That clearly isn't true any more. It's unclear whether Blair anticipated that, but the Marquis of Salisbury (then Lord Cranborne), with whom Blair negotiated the reform, did. Here are my earlier thoughts on the subject.
Fri, 3 Feb 2006 12:00:00 EST Offensive cartoon?
The Washington Post ran the following editorial cartoon by its left-wing cartoonist, Tom Toles. His sketch of a wounded soldier evidently prompted outrage from the Joint Chiefs of Staff, who sent this letter to the Post; the Post ran it today. It's a stinging rebuke.

Presidential assistant Donald Rumsfeld, right, and his deputy Richard Cheney meet with reporters at the White House in Washington, D.C., in this Thursday, Nov. 7, 1975 file photo. Rumsfeld was named by President Ford to replace James Schlesinger as Secretary of Defense and Cheney was to replace Rumsfeld. Newly disclosed historic government documents obtained by the Associated Press include one with startling similarity to Washington's current atmosphere over disclosures of classified information by the media. Notes from a 1975 meeting between Dick Cheney, then Attorney General Edward Levi and others cite the 'problem' of a New York Times article by Seymour Hersh about U.S. submarines spying inside Soviet waters. (AP Photo)AP - An intense debate erupted during the Ford administration over the president's powers to eavesdrop without warrants to gather foreign intelligence, according to newly disclosed government documents. George H.W. Bush, Donald Rumsfeld and Dick Cheney are cited in the documents.
