| Member of Parliament Frank Field in today's Daily Telegraph has a very interesting view of what has changed in British parliamentary practice thanks to Tony Blair's reform of the House of Lords. This is another case where Blair's 1999 reform of the House of Lords has reduced his power as prime minister in the House of Commons. It used to be stated that a prime minister with a robust majority has almost dictatorial power at getting legislation through the Commons. That clearly isn't true any more. It's unclear whether Blair anticipated that, but the Marquis of Salisbury (then Lord Cranborne), with whom Blair negotiated the reform, did. Here are my earlier thoughts on the subject. |

| The Washington Post ran the following editorial cartoon by its left-wing cartoonist, Tom Toles. His sketch of a wounded soldier evidently prompted outrage from the Joint Chiefs of Staff, who sent this letter to the Post; the Post ran it today. It's a stinging rebuke. |

| An aging Egyptian passenger ferry loaded to near capacity with about 1,400 people sank today in the Red Sea. Relatives flocked to the port of Safaga, Egypt to find out if their loved ones were among the 343 people rescued so far. Egypt's state-run Nile TV reported that at least 100 people had died. The rest remain unaccounted for. |

| A string of fires scorched churches in central Alabama and investigators are tying to determine if an arsonist is at work, a state official said today. Six fires were reported in two counties between about midnight and 3 a.m. today. Two churches were destroyed, but no one was injured in the blazes. "We're clearly investigating these as arson," said Ragan Ingram, with the Alabama Department of Insurance. |
