The president's tax-reform advisory panel today submitted two final proposals to the Treasury Department, both of which offer significant changes to the tax breaks people have come to expect. The panel proposed converting the home mortgage interest deduction into a credit equal to 15 percent of mortgage interest paid. Treasury Secretary John Snow says the proposals will be "a starting place for recommendations we'll make to the president."

President Bush is asking Congress for $7.1 billion in emergency funding to prepare the country for a possible flu pandemic. The president said no one knows when or where a deadly strain of flu will strike but "at some point we are likely to face another pandemic." Of greatest immediate concern to health officials is the H5N1 avian flu strain, which was first detected in Hong Kong in 1997.
